AFIDER is a
nonprofit organization of Cajamarca Peru who seeks
to give consult and support
in
the
form of micro-credit to small rural
producers and individuals in community banks to contribute to
better socio-economical
development. In fall 2007, DHF began a strategic partnership
with AFIDER, matching AFIDER’s cultural knowledge and experience
in local microcredit with women with DHF’s knowledge of
microcredit and development and desire to fund village banking
projects in Cajamarca. Knowing
that our work coupled together would be much more powerful for
the women who want to lift themselves out of poverty, DHF and
AFIDER agreed to work in cooperation to accomplish our program
objectives. One important value agreement that is shared by DHF
and AFIDER is that our work is concerned with quality over
quantity.

Goals:
Objective One-Provide
Opportunity for Financial Abundance through Microcredit
- Microcredit is
provided to women for small business purposes only, ages
18-65, who are living on less than $5 a day.
- Women targeted
for village banks should be from marginal-urban or urban areas near
Cajamarca Peru, they do not need to be literate and do not
need to have officially registered businesses.
- The goal for
the year pilot project is to enhance AFIDER’s microcredit component
by providing funding for loans for approximately 200 new women to
participate in village banks. Individual loans will not be
dispersed with this funding. A village bank (banco comunal) can
range from 8-25 women, with an average size of 16 women based on
AFIDER’s previous experience.
Objective Two-Personal
Abundance through Training Support Systems and Education
- Create
training, education and support for all AFIDER beneficiaries,
including AFIDER’s beneficiaries in existing village banks and women
who join new banks. This component will serve approximately 400
women. Trainings can cover areas related to business, finance,
social, technical, educational, or any other.
- The money
designated for this component, even if in excess, cannot be used for
microcredit loans or any other activity.
- To create and
deliver these trainings, a wish-list for training themes will be
developed based on beneficiary feedback obtained through focus
groups and interviews. At least once a month, village bank
gatherings will include a teaching theme chosen by the women to be
delivered by the Field Promoters of AFIDER. In addition, we will
make community connections in Cajamarca and Perú to find appropriate
trainers and teachers from outside institutions for specialty
trainings to occur once a month in a central location.
Objective Three-Program Evaluation
- Evaluation of
the year-long pilot project is essential in order to report to DHF
benefactors in the USA and to inform the government of the
USA
about the results of this work
- Required
monthly narratives and financial reports from AFIDER will be used by
DHF to assure that the project is progressing as agreed. These
reports will include information about DHF sponsored village banks,
including delinquency rates, social support component expenditures,
and other general operational expenditures.
- Each month, a
focus group will be conducted with a different village bank to
collect client feedback on the project and to assess important
feedback about better serving beneficiaries. This feedback will be
reported to DHF in the USA.
- In the last
three months of the pilot project, a larger scale quantitative and
qualitative evaluation will be conducted to collect essential data
on the partnership project. This evaluation will include a verbal
questionnaire for village bank clients, focus groups, and
interviews.
Roles and
Responsibilities of our Partnership:
Obligations of AFIDER
-
Direct, manage and
fulfill the microcredit component guided by the terms described in
this narrative.
-
Find new clients
for village banks with the goal of serving 200-250 women in poverty
by creating abundance through microcredit. AFIDER will use a
poverty targeting tool to assure we are serving those women that
live on less than $5 a day, as well as to determine an
appropriate loan amount that is practical and payable by the
beneficiary based on their income and expenditures (not to exceed
designated maximum amounts per cycle).

Administer and
manage monthly village bank meetings, also manage the financial
aspects of village banks
-
Provide support
for capacity training and support component by AFIDER promotoras
(promoters) integrating monthly training themes into village bank
meetings and by assisting the DHF Program Manager with networking
information as needed

AFIDER accountant
to work closely with DHF Program Manager to manage finances for
capacity training and support component
-
Assist DHF with
collecting qualitative evaluative information during the course of
the year through periodic focus groups and interviews as needed
-
Participate in
cooperation with DHF to gather information from village bank
clients; using a questionnaire for final evaluation
-
Provide DHF with
monthly village bank reports and financial reports on status of work
completed and income/expenditures related to DHF funding
Obligations of DHF
-
To provide funding
for the year pilot partnership project as agreed upon in the budget
for this contract

To provide a
bilingual Program Manager from the USA to work full time in
Cajamarca Peru on this project for a one year period
-
DHF Program
Manager will assist with the microcredit component, for example
holding promotional meetings for new prospective clients and
visiting village bank gatherings.

DHF Program
Manager is responsible for directing and managing the coordination
of the capacity training and support component with the assistance
of AFIDER staff

DHF Program
Manager is responsible for monthly narratives to the Executive
Director of DHF in the
USA
-
DHF Program
Manager is responsible for leading qualitative evaluation throughout
the year as well as leading the coordination efforts for the final
evaluation project. DHF Program Manager will manage design of final
questionnaire with feedback from AFIDER.

DHF Program
Manager is responsible for working with AFIDER accountant to
periodically audit financials

Ramon is an economist
in Cajamarca who works as a consultant for regional governmental studies
related to development issues in rural Cajamarca

Torres-Project Director
Jorge has over 30
years of experience in the private banking sector in Cajamarca.
He serves as the
Coordinator for the work between DHF and AFIDER and oversees general
organizational operations for AFIDER

Soledad Valencia
Ispilco-Field Bank Promoter
Soledad
is a licensed Sociologist and works directly with the village banks to
promote, educate, and manage groups of women borrowers. She is loved by
the women in the field and supports their growth and work on financial,
personal and social levels.

Vanessa Milagros Chavez Tuesta-Assistant Field Bank Promoter
Vanessa
completed her education to be a veterinarian at the University.
She
became interested in supporting women in development and brings youthful
vigor and energy to the field where she works in depth promoting and
managing village banks.

Andrés Aquino
Abanto-Accountant
Andrés is a CPA and
serves as the accountant for AFIDER. He has 5 years of experience in
the nonprofit field managing organizational budgets.

Elio Eduardo Ortiz
Alfaro-Operations Coordinator
Elio is an Economist
with a specialty in finance. He is responsible for the coordination of
field operations for AFIDER.
